Council to Work on Budget in August

The San Marcos City Council will hold a series of meetings, workshops and public hearings throughout August to discuss the proposed 2008 municipal budget.
The City Council will consider a motion on Monday, August 6 during its regular meeting at 7 p.m., to place on the Sept. 4 agenda consideration of a proposed property tax rate of $0.5302 / $100 value. This is an increase of six cents over the current rate, as discussed by the City Council during the Budget Policy Workshop.
The vote is required by the state’s “Truth in Taxation” law. The proposed rate as well as the budget will be discussed in workshops and public hearings during August.
City Manager Dan O’Leary will make his formal presentation about the budget on August 9 at the first of two workshops. The draft budget will be posted on the City’s web site at www.sanmarcostx.gov on August 6.
The City Council will hold two workshops on Thursday, August 9 and Monday, August 13 to discuss details of the proposed budget. Both workshops will start at 6 p.m. A third workshop will be held on Wednesday, Aug. 22 at 4 p.m. to discuss allocations of Hotel Occupancy Tax funds as well as other budget issues.
The first formal public hearings on the budget, utility rates and tax rate will be held on Thursday, August 16 at 6 p.m. along with the first of three readings of the utility rate ordinances.
A second public hearing on the budget, tax rate and utility ordinances will be held during the City Council’s regular meeting on August 21.
The City’s budget process began in March with a Citizen Summit attracting 400 citizens, followed by a City Council Visioning Workshop. In April the Council conducted a workshop to draft the budget policy statement outlining major goals and expectations for the 2008 budget.
The policy statement was adopted on May 15 as a guide for City departments as they drafted their budget proposals for the new fiscal year.

The City Council is scheduled to adopt the 2008 budget on Tuesday, September 4 during its regular meeting, as well as ordinances setting utility rates and the tax rate. The 2007-08 City budget year runs from October 1, 2007 though September 30, 2008.
